Muhammad Musharraf Hossain Bhuiyan
Mr. Muhammad Musharraf Hossain Bhuiyan joined as Cabinet Secretary on 3rd October, 2011. He is the 20th Cabinet Secretary of the Government of Bangladesh. Cabinet Secretary is secretary to the Cabinet and its major Committees. Cabinet Division is responsible for assisting the Cabinet and its Committees in making policy decisions. It is also mandated to monitor and coordinate implementation of these decisions. Moreover, Cabinet Division monitors and supervises the functions of division, district and upazila (sub-district) level administration which is key to service delivery in the context of Bangladesh. Coordination of the activities of different Ministries/Divisions of the Government also come under the purview of Cabinet Division.
The Secretaries' Conference is an important instrument for review and coordination of the entire business of the Government. Cabinet Secretary leads this conference. Cabinet Secretary is also the Chair of the Superior Selection Board (SSB) which recommends promotion to senior positions in civil administration.
As a member of the Bangladesh Civil Service, Mr. M Musharraf Hossain Bhuiyan has worked in various ministries and agencies of the Government and at the Bangladesh Mission in Dubai. He served as Secretary, Economic Relations Division (ERD) of the Ministry of Finance. As ERD Secretary, he was Alternate Governor for Bangladesh in the World Bank, the Asian Development Bank (ADB) and the Islamic Development Bank (IDB). He also served the IDB Board as an Executive Director. As Secretary, Ministry of Primary and Mass Education (MoPME), he provided leadership in implementing a huge sector-wide programme. Earlier, he served as Member (Physical Infrastructure) of the Planning Commission, and Chairman of Bangladesh Oil, Gas and Mineral Corporation (PetroBangla). He was a faculty member at Bangladesh Public Administration Training Centre (BPATC) and Rural Development Academy (RDA). At the early stage of his career, Mr. Bhuiyan worked at district and sub-district levels and familiarised himself with ground realities of governance and development.
Mr. Musharraf Bhuiyan was the Chairman of the Board of Directors of Infrastructure Development Company Limited (IDCOL) and Infrastructure Investment Facilitation Centre (IIFC) - two Government-owned companies. He was a Member of the Board of Trustees of the International Centre for Diarrheal Diseases Research, Bangladesh (ICDDR,B) and a Syndicate Member of the Jahangirnagar University. He is a former Member of the Board of Directors of Bangladesh Bank, the central bank of the country.
Mr. Bhuiyan takes particular interest in development results. He was a member of the OECD-DAC Working Party on Aid Effectiveness (WP-EFF), a member of the International Reference Group on Evaluation of Paris Declaration, and a Co-chair of the WP Task Team on Predictability and Transparency. He was the Co-chair of the Local Consultative Group (LCG) of development partners working in Bangladesh. Mr. Bhuiyan led the process towards signing of the Joint Cooperation Strategy (JCS) by the Government of Bangladesh and 18 development partners and steered its implementation. JCS is considered a milestone in achieving the goals of aid effectiveness in Bangladesh.
Mr. Musharraf Hossain Bhuiyan did his honours and master's in English literature from Dhaka University. He pursued further studies in public policy at Curtin University, Perth, Australia and the University of Birmingham, UK. Mr. Bhuiyan undertook several research projects on personnel administration, development management and women's status. He has published more than 20 articles, mostly on public administration and development management, in different professional journals and newspapers.
Mr. Musharraf Bhuiyan is the Chairman of Officers' Club Dhaka and a former President of Bangladesh Billiards and Snooker Federation. He was a Vice-President of Bangladesh Scouts.
He is married with two children.
